6. The color of finish coat, conforming to FED-STD-595, shall be as specified in the contract or order.
Contractor Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this CID and the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Metric Products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within specified tolerances using conversion tables contained in the latest revision of FED-STD-396, and all other requirements of this CID are met.
If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
The contracting officer has the option of accepting or rejecting the product.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent possible.
QUALITY ASSURANCE PROVISIONS
1. Responsibility for inspection. The contractor is responsible for the performance of all inspection requirements as specified herein. The Government reserves the right to perform any of the inspections set forth where such inspections are deemed necessary to ensure that the equipment(s) conforms to the prescribed requirements and operate satisfactorily.
2. First article inspection. When specified, one sample (a complete unit) shall be subjected to a first article inspection. The first article may be either a first production unit or a unit selected at random from the supplier’s current inventory. The inspection shall consist of examination, performance test, and road test.
3. Quality conformance inspection. The quality conformance inspection shall be conducted on each unit intended to be supplied to the Government. The inspection shall consist of examination, engine and hydraulic system test, and packaging inspection.
4. Inspection requirements. Failure to pass any element of the following inspection shall constitute cause for rejection.
a. Examination. This element shall encompass all visual examinations and dimensional measurements. The equipment(s) shall be checked for conformance to the manufacturer’s own design and specifications.
